BY-Laws
REGION 14 A.F.T.C.A CHAMPIONSHIP ASSOCIATION
Comprising the Provinces of
ALBERTA
and State of
MONTANA
ARTICLE I
The name of this organization shall be the Region 14 A.F.T.C.A Championship Association and its purpose is to promote field trials and to foster increased knowledge of Upland Game Birds and their conservation and restoration
ARTICLE II Section 1
The membership of this Association is open to any clubs of the Region 14 and Montana together with A.K.C and or C.K.C clubs.
ARTICLE III Section 1 A member is a club in good standing (current dues paid) of the A.F.T.C.A. and Region 14 within the boundaries of Region 14 or Montana. A club not currently active may request recognition( voting rights) at the annual meeting. This could be granted for that meeting if the members present resolve to recognize them at that meeting and current dues are paid
Section 2.
At all meetings, delegates representing a majority of active members shall constitute a quorum
Section 3
An annual meeting of this Association will be held in January at a time and place chosen at the annual meeting of the association. Special meetings of this Association may be held upon the call of the President or by the majority of the members of the Association. Such call shall be in writing and shall state the time and place and purpose of the special meeting and shall be filed with the secretary twenty days prior to such meeting and the secretary shall send a notice in writing, to each member 14 days in advance of the date of said called meeting by posting on the Region website or sent by prepaid post to the last known address of the President of each active member.
SECTION 4
At all annual and special meetings of the membership of this Association, each member club shall be entitled to 2 votes and may be represented by the president and secretary or by proxy, in writing, executed by the president or secretary of active club member.
SECTION 5
THE ORDER OF BUSINESS
1. The roll call. 2. Reading of minutes of the last general meeting and subsequent called meetings. 3. Reading of treasurer’s report and statements. 4. Unfinished business. 5. New business 6. Settling consensus on the dates/place and member sponsoring the trial for all championship trials in the Championship Associations’ Region for the upcoming year. 7. Election of Table Officers (Executive) 8. Dog of the Year Awards
ARTICLE IV Section I
The executive of the association shall be made up of the President, first and second Vice-President,Secretary-Treasurer and Immediate Past President.
Section 2 The executive shall have the responsibility of making all decisions consistent with a member’s resolution and related to the association between annual meetings. Specificity, the executive is responsible for these decisions related to the running of any AFTCA sanctioned Championships including the choice of the judges. All decisions will be made by majority vote and will be reported in writing by the President at the next meeting of the organization
Section 3 At each annual meeting of the members where there are vacancies or an officer’s term has expired,they shall elect from their members, a President ,two Vice-Presidents and Secretary-Treasurer. Each such officer shall hold office for two years or until their successors shall have been elected and duly qualified. The first vice–president will normally succeed the current president after the President’s term is completed.
ARTICLE V
Section I
The president, in addition to the other powers conferred upon him in these By-Laws shall preside at the annual and special meetings of the members. He may exercise such other powers and duties as may be conferred upon him from time to time by the members.
Section 2
The members may from time to time appoint such committees as they shall deem necessary. They may delegate such powers and duties to such committees as they may deem expedient. The president and secretary-treasurer shall be ex-officio members of all such committees.
Section 3
The first vice-president shall perform all of the duties of the president in case of a disability or absence of the latter. If both the president and first vice-president are disabled or absent, the second vice-president shall perform all of the duties of the president. The vice-presidents shall have such other duties and powers as may be conferred upon them by president or the members. The secretary-treasurer( S-T) shall attend and keep minutes of all annual and special meetings of the membership and shall have such other powers and duties as may be delegated by the members. The S-T shall carry on the general correspondence of the Association. The S-T shall sign all receipts and vouchers on behalf of the Association and shall sign all cheques or drafts for the payments of bills or expenses of the Association for the disbursements of its funds. The S-T shall keep a full and accurate record of all moneys received or paid out on behalf of the Association and all of the records shall be open at all reasonable hours to the inspection of the president, vice-presidents or members of the Association. The S-T shall perform such other acts incident to the position of treasurer or secretary as may be delegated by the president or members at a meeting of the Association. The S-T shall preserve all letters and other documents of interest and upon request submit them to the president, or either vice-president and deliver all of the same to the S-T’s successor.
ARTICLE V1 Section I
The By-Laws of this Association may be amended by by two-thirds vote of delegates at any annual meeting or at any special meeting called for that purpose.
Section 2
These By-Laws shall be effective from and after the date and time of passage.
The above special resolution and amendment to the Bylaws of the Association dated June 19, 1965, as amended February 1, 1975, is effective as of January 15, 2005, as acknowledged by the appropriate signatures of the President, Secretary and/or proper proxy of each member club which agrees to waive the requirement of any additional notice.
