4.  Resolution brought forward by Lou Qualtiere to explain and identify changes to the Region 14 AFTCA by-laws
      last updated in 1975:

Lou Qualtiere, Bill Preston and Doug Vaughn had been updating the By-laws and a draft was handed out to all the members. A motion was made for permission to vote on the use of the updated by-laws for the upcoming meeting.

Discussion and revision by membership was held with changes made to the draft by-laws. A reading of the revised document was made by Doug Vaughn to the membership and a motion was made to pass the revised draft which would then be signed by the Representatives from the attending clubs.  (See attached copy.)

Doug/Dave   Passed 2/3 vote.

 5. Old Business

A. Website Update-Sheldon Rogers

Start-up fee was $400 of which PAACA paid $300 and the balance to R14.
The yearly upkeep, adding pictures and changing items, cost $216 for 2004.
New links and pictures are in the works to be added
Membership all agreed it was very useful and helpful.
Motion: Keep the website continuing for another year.

Doug/Tom  Passed.

    B.  Dog of the Year Resolutions

            1. Discussion of changes to document

-Strike BC from the geographical area, no trials are run in that area/DougV

-Strike out specific dates, ie April, 2003, keep it general. /Doug V

-Name change from Western Canada Amateur to Region 14/ Lou Q

-Sec 6-change directors to officers according to bylaws./Lou Q

-Sec 4- add: and copies of essential data sheets./Dawn F

Motion:  To make and adopt changes to the Dog of the Year document.

Doug V/Colin K    Passed.  (See attached copy).

            2. Registered Dogs for Dog of the Year

Discussion: Now both registered and unregistered dogs appear in the standings and receive points
for running, should only registered dogs be used because that is what we are trying to accomplish as a group,
                  a good breed.

Motion: A Dog of the Year should be registered in a recognized registry such
as the Field Dog Stud Book, AKC or CKC.

                    Neil M/Steve S         Passed

Motion: To amend the above motion, that the exception will be to puppy
stakes where the dog does not need to be registered.

Doug V/Colin  So moved for changes: Passed.

              3. Warner Invitational Shooting Dog Trial/Dave Pearson

Proposal: It is proposed the Dog of the Year Rules be amended to allow for the inclusion in its calculations,                    One Invitational Stake run by a member  club per calendar year per stake classification to be run in the spring of the                    year.  Dog of the Year points will be awarded and all rules in accumulation of such points would apply except in that                    the host club would have the right to limit invited entrants from the highest to the lowest accumulated points from  the                    previous year’s tabulation as accepted by the Region 14 Annual Meeting.  The invited dog owners will have at least                    21 days written notice prior to the stake to be run .

Discussion: An Invitation stake is a restricted stake; a restricted stake does not allow all dogs to participate and if all                   dogs can not participate, no dogs should be awarded Dog of the Year Points. The idea is very good but was                   suggested to be run as an Open One Hour Stake.

Vote in favor of trial as proposed; For-6; Against-8.

Dave declined holding a trial in the spring.

       C.    2003 Award Status

Jeanette and Lou will contact Scott Listoe and have the buckles mailed to them and then distribute.

       D. Judges Clinic- No report.

Financial Report   Motion to approve: Doug V/Gar B  Passed.

Trustee Report  (See Attached)  Doug V

Member Club Reports
Big Sky –Lyle H and Glen C
The Montana SD Championship faired very well and the judges were Butch Nelson and John MandellThe All Age Classic had 20 dogs and the weather was exceptional 75°F and a good number of birds.Great Falls had lots of birds and the grounds are best for half hour stakes. Two trials were run at Circle.

Warner-Dave P.
It was very good weather for holding a trial so early in the spring, Apr. 10.The entries were good and so were the birds.

Big Country- Gar B
The trial ran after the SD Championship.  Thanks to those who stayed and ran in the club trial it made for a good time.

PAACA Trial-Doug V.
Due to the large number of entries in the Pro Championship stakes, the Mortlach Club trial had to be bumped back a weekend.  Bird work was at a premium perhaps due to the cool summer making the birds deviate from their usual haunts.

Calgary-Kim and Vern B.
Ran on some new grounds and had between 85 and 90 dogs.  There was a bit of a problem with cattle but all went off well.

GSP-Steve S
Ran a really nice trial on good grounds with four stakes and good entries.

Ardath-Sheldon R.
The fall trial was run late and still the crops were not out due to the cool weather.  We had to run North of Ardath to the Provincial pasture which had much fewer birds.

Mortlach-Ron B
Spring trial was very windy and small amount of birds. Fate pushed the fall trial back a week and birds were actually moving back into their haunts by this time.

SD Championship-Lou Q
The trial was held in Coronation with the weather being fine and everyone working hard.  Birds were spotty and the winning dogs had good bird work.  Entries were 20 dogs and financially viable trial.

All Age Championship-Lou Q
25 dogs were in the running with only 2 of the dogs from R14, hopefully we get more dogs from our membership in the future. Weather was fine .  Thanks to Mortlach and SAFTA crew for helping.

New Business
Sponsors
Purina, Canada helped in the SD Championship by donating dog food and hats.  Jeanette will approach them for the coming year.

Other suggestions would be to check out Tri Tronic/ Tracker for some endorsement.  Suggest making them a website sponsor.

Action:  Jeanette/Kelly

Judges Clinics
Lou Q volunteered to look into this again.  Some suggestions were

Shelly Ebert and putting on a judge’s clinic, Freddy Epp if he was available for a demo.  Mortlach was suggested as a site after July 15 or possibly Dundurn.  Other suggestions??   Watch website. Action: Lou Q

The Ken McLean Memorial SD Championship-Doug V
Proposed to run after the Shooting Dog Championship at Stoughton.

Doug is looking into preparing a trophy.

Region Meeting 2006
When: January 14 or 21, 2006

Where: Medicine Hat or Whitefish

It was suggested maybe we go to a resort for a meeting sometime; it has been done in the past.  Doug will look into costs and give the officials a breakdown as to the venue by June, 2006.  If nothing is suggested or if the cost is prohibitory the officials will make a choice with Medicine Hat the defer venue.

Dog of the Year Awards
Discussion followed that at $100 per belt buckle with 9 awards, amounts to $900/year with one dog winning with very low points and another with only one dog qualifing. Should we be concerned?

Motion:  The puppy awards SC and MC will only receive a certificate and the rotating trophy.   Doug V/Steve S      Passed.

Motion: Six dogs must be in the “stake” to qualify for the Dog of the Year.   Dave/Doug      Opposed

Motion:  Belt buckles will be awarded as first choice for awards, a second option can be awarded of the same value as the first ($100CA) with limited choices.

 Colin/Tom         Passed

Shannon Nygard has some ideas as to selection of other limited awards within the price range of $100CA.  Jeanette will coordinate with Shannon.

Trophies
Three trophies did not make it to the meeting this year.  Bob Jorgenson may have them.  Lou will contact him. Some repairs have been made and the bills submitted.  One trophy has had a base added and another had the nameplates updated.

Dundurn
The Dundurn Training Base located 40 kms south of Saskatoon may be an option for running trials.  Doug has tried contacting the officer in charge but he has not replied to Doug letter.  Hopefully it is in the works.
